Or they could move to Germany, where as estara informs me, it is illegal NOT to do it yourself.

Or they could move to Kenya, where my husband assures me no one has ever had to shovel any snow.

Oh, I don't endorse it. I deplore it. But it makes people scared.

Thirty-odd years ago it was usual for Britons to clear the pavement in front of their houses after a snowfall. Just part of being a good neighbour. Now - it's not.

I notice, on rereading, that the wording is "his action may render him culpable" - or not, as the case may be. In my experience District Magistrates are actually very reasonable people. sigh.

what really gets me, though, is the walls of snow blocking the pavement where people have cleared their driveways. Surely you are responsible if someone trips over a pile of snow you've created in the middle of the pavement!

I generally find Pennsylvania to be a nice happy medium. We did get two feet of snow here the other week, but that's not usual, and people do know how to shovel their walks.
