When I read that sandwich story a second time I realized that it is actually a LOCAL issue for me. It figures! Perth & Kinross are sometimes so p.c. they have their eyes crossed.

I don't think a Scottish sandwich is big enough to mitigate a pint, even if it is eaten with a fork...but, really, I don't think that's going to solve that bingeing problem.
Now that I think about it, requiring people to eat larger meals to get their pint might lead to weight problems....and then they'll have to limit meal size.
What a conundrum... ;o)

re sandwiches... Given that the Brits eat most of their finger food (burgers, pizza, pears) with fork and knife ANYWAY, the whole issue seems completely moot. I think that your conundrum about larger meals leading to weight problems is just hilarious, since that's actually something they really worry about here--apparently the Scots are the fattest and least healthy people in Britain if not in Europe. They are starting to get all militant about what you pack in your kid's lunchbox, too. check this out
